Upgrade from 2009 to 2018 and NAS licenses

Hello
A client is in process of upgrading. They had bought 18 NAS sessions. Since NAS 2018 does not have NAS session, are they going to loose all the sessions?
In one of the meeting with MS they mentioned that NAS sessions would convert to full users but I can't find any documents.

    Sound like nobody bought NAS licenses and upgraded before.

    wouldn't those user simply be removed from the license and the price lowered?

    i think that BREP is not the problem - they want 18 full users ...
    but this is a wrong argumentation (from MS point of view) I think => they are not loosing it => they will receive unlimited number of NAS sessions ...

    From customer perspective, they invested in their license and have paid every year, and another customer who didn't get the same benefits.
    They were using for ADCS and users were using nases. Now they have to buy devise licenses or full users.

    I'm not here to defend MS ... but the licence multiplexing was always outlawed ;)

    We can discuss about BREP from the list price, lost NAS sessions and so long, but that's all we can do ...
    For example for me is incomprehensible why the customers can not re-sell their licenses ...

    Was there device licensing in 2009 for ADCS? They had 18 users connect to each NAS. No multiplexing.
