A call to System.Diagnostics.Process.Start failed with this message: The system cannot find the file

All versions of Dynamics NAV checked so far. Users in multiple locations and installations just started getting this message while attempting to use "Custom Report Layouts" after clicking the "Edit Layout" button.

    This doesn't seem to be a problem in 2017 and 2018.
