While Converting NAV 2013R2 DB to NAV 2018 Getting Error Codeunit 99999 does not exist

not converted trying to convert to NAV 2018 by opening NAV 2013 DB in NAV 2018 Dev envirnoment.
while doing this process i am getting above error "Codeunit 99999 does not exist"
