Assuming you want to apply a fixed filter to the current year in a list page, this is not possible without development.
As a user you can apply the current year filter and save the page to your custom views, but next year you'll need to adapt it again.

There are no fixes/solutions to undefined problems. You didn't share ANY details and expect us to guess what your problem is and propose customisation to fix it?

You can create View for your Page List with Set filter on Field "Date" = 'YEAR'.
