Best practice for permissions setup for vertical solutions

Can anyone please provide me with their feedback regarding best practice for certified vertical solutions and permissions sets?

I am working with a vertical solution for Dynamics NAV for the food industry named FoodWare that has loads of tables. I would expect that the standard implementation documentation for this vertical would have some guidelines for recommended Permission Sets & Permissions. The feedback I am getting is that there is no such documentation - and no Permission Sets that can be imported - and that end-users should basically create their own customised security model based on trial and error.

This sounds odd to me as I have worked with other add-ons and verticals which all provided Permission Sets and guidelines as to which Permissions Sets should be assigned to which user roles.

Any feedback would be very much appreciated.
