Job Queue notification - stuck in process

On a new upgrade to 2017, we have job queue set up for Notification Dispatcher. Periodically, the job queue creates a 2nd record for itsself, sets the job queue category to NOTIFYNOW, and repeatedly sends the email notifications until the job queue entry with a status of PROCESS, until the job queue entry is stopped. I don't see in the code where it inserts another record of the job queue nor sets the category to NOTIFYNOW. Users who get all the notifications are not happy. Has anyone else seen this?

    NOTIFYNOW queue entries come usually from Workflows, from various responses which create notifications.

    They are using workflows, and the notifications are for document approvals. But why would it send the same notification repeatedly?

    Maybe you have more than one NST services, and both are set up to process the Job Queue / Task Scheduler?
