Installing client for 2.6 in Windows 3.51

I am doing a client executables only upgrade from 2.00a to 2.60e. Everything was great until they tried to install the client to their Citrix WinFrame server. Unfortunately, they have not kept this application current & it will not run on NT.
Of course, the 2.60e client will not install on anything below Windows 95. We copied the files, but of course the dll's are not there.
Any ideas on how to get around this without totally destroying the registry.
