My client in nepal wants to integrate Central billing Management System (CBMS) with NAV 2009 SP1.Please share your experience how this can be achived in NAV 2009 as API is not available for this version.

Your question is way too generic.
There are many ways to integrate NAV with other apps.
Firstly you need to tell what sort of integration you are talking about? Which system is going to be 'master', processing most of the data, which one will only be collecting data? Do you wan to have NAV reading "Central billing Management System" data? or writting some data to the CBMS? or have bi-directional data exchange? Or the CBMS reading data from NAV? or pushing data to NAV? Or mixture or both approaches?
Then we would need to know what data are you going to send between systems? Customers? Invoices? Contacts? Anything else?
Then the question is what the CBMS can do/accept. Flat/XML/JSON files? WebServices calls? Direct SQL connection? any other way to pull or push the data into it?
Having an idea what do you want to achieve you can start asking quesitons "how?"

Thanks for the valuable suggestion, i will ask all these question to the client, as currently we do not have any idea about CBMS. but as per your suggestion we can collect the necessary information from client.
