Note factbox on Cust. Ledger Entries

Hello,
we have a user who can add notes to a particular cust. ledger Entry record on the cust ledger entries page. But there is another user who has super permissions can't do the same. is it related to user profiles?

does this another user see that factbox on right side of customer ledger entries page or he/she does not have text "Click here to create a new note" on factbox Notes?

Yes, he/she can see. Sorry for the late reply. I got it that if we navigate through customer record to ledger entries we will have this option and if we open customer ledger entries page directly from search, we can't, which is obvious.
