Average Cost Items Purchased Directly to a JOB - NAV2016

My client recently upgraded from 2.6 to NAv2016. They are a JOBS environment, purchasing much of their inventory directly to Jobs. In the past, the costing system ignored Items purchase on a PO directly to the Job for calculating costing. It appears, that this is no longer the case, since they are calculating Average Cost on the Item and then charging it to the Job on Average Cost instead of the PO price. My other clients are FIFO, so this isn't a problem.
1. Is this really the way NAV works now or are we missing some setups that would say ignore the average costing for Items purchased to a Job.
2. If this is the way it really works now, I imagine we can (painfully) change them over to FIFO for the Items most commonly impacted. Comments, experiences?

I'm still in shock at this change. Any help is appreciated. Evidently, I didn't read some fine print somewhere.
