Language Layer sometimes doesn't work correctly

After one of our customers had to re-install the SQL and Navision server, users now occasionally see the English table and field names, even though the German captions exist. Sometimes this also appears with the values of option fields. As an example, I enclose an image of a role center ...
But the phenomenon also occurs in reports.
We have already tried many things:
- newly created language folder (for the clients and for the server)
- all objects compiled
- etc.
What could that be? Thank you in advance for your prompt help.

Will restart instance fix the problem? We faced the similar issue several times, after instance restarted it went well. But not know the reason.0
