Sign the PDF means something completely different than 'include picture of some person'

If you are after putting a picture with scanned person's signature then look into standard report 206. It has a company logo in the header - which is basically a bitmap / picture kept in Company Information table.

Use this as your template. Make another table with your scanned signatures, or add a new field to the User Setup table.
