I dont have development part(server ınstance) in NAV 2017 Administration

I want to create extension in Visual studio code. But I cant download symbol reference. My error screen:
I went to NAV Administration 2017 Development to make this mistake. But I cant fınd development part(Server Instance). Maybe my NAV version is old version(10.0.16685)
