Converting JPGs to PDF with NAV

Hi
Question:
Is there a way to convert JPG-file to PDF-file? With standard libraries?
Problem:
We need to attach attachments to sales invoices and our e-invoice operator only accepts PDF-attachments.
Background:
Customer's users are taking pictures of the attachment receipts and attach them with DotNet's CameraProvider.
Edit: NAV version is 2017.

Here is an example to convert from PDF to JPG or TIFF but is the same the other way around
