Add-in Does Not Load for a User

Hi.
I have a problem with Navision 2017.

I installed the TinyEditor add-in on the server with no problems.

Users are accessing directly from the server to navision.
The problem is that some users load the Add-in well and others can't load.
I have tried giving permissions to the .dll but there is no way.

Has anyone had a similar error?

I have solved it.
Internet Explorer -> Internet Options -> Security -> Internet -> Custom level

Activate the following option:

foo_bar

but does the UL and OL tags/button work fine for you?
I implemented this editor last week, and these 2 functions did not give the expected results for me..
