It might be a problem with access/permissions. You may need to add the service account used to run the NST as a user in NAV, and configure permissions for it.
Look into the Application Event Log on the NST server, you will see access errors logged in there if this is the case.

Can be a bug of the cu11, because I uninstalled the cu11 and installed the cu08, and with the same configuration works perfectly.
