If you refer to the configuration type, not any specific product, then yes, NAV was designed with this configuration is mind.
You can have many NST servers working with a single NAV database, and spread the users across them. The NST servers can be in form of many separate services running on the same box (sometimes it make sense for serviceability) and/or spread across different machines.
There are limitations. The SQL server database can only be one active at a time, and, clients cannot hot swap NST server - if you connect through a load balancer to have a single connection point/url make sure it has the ability to reconnect disconnected session to the same NST
