SO Credit Limit Exceeded workflow allows user release order immediately after sending approval reque

I have verified my setups. In 2017, after the Approval Request has been sent, the user can release the order, even though they are not set up as a user. The approval request is sent. If I try to release order before sending request, I get the message that the order has to be approved. However, after sending the request, the user can release.

We also have Chargelogic installed in the database. It's the only thing I can think of that may be causing this issue.

Any suggestions are greatly appreciated.
