How Can I set bin in Bin Content as 'Fixed' when it isn't empty?

Hi all users,
Let say if there are items in Bin A already.
Can I set Bin A in Bin Content as 'Fixed' or 'Default' ?
I tried once and there is an error "Zone Code must be equal to '' in Bin Content" .
Could anyone advise me how to fix this?
