Nav 2017 Service tier on Server Core 2016

Has anyone been able to install the Nav 2017 service tier on server core 2016? They have a requirement to install identity foundation, which in turn requires (for whatever messed up reason) the minimal GUI in 2012 r2, and apparently now, the full gui install of windows server 2016. I am hoping to find a solution to continue using server core, but so far I have been unsuccessful.
Is there any help out there?
