Visual Studio Licensing for NAV Partners

Hi fellow NAV developers

I'm working at a NAV Gold Partner which includes a bunch of Microsoft license benefits.
However; now Microsoft say we are only allowed to use our Visual Studio licenses for internal development, and development of "non customer specific solutions". This surprises us, and we would like to know if everybody else buy ordinary Visual Studio licenses to be able to make NAV add-ins for customers?

For RDLC reporting we expect to use the free Visual Studio Express edition, but the latest Express edition is VS2015. It seems VS2017 only got the free Community edition. We are not allowed to use the Community edition, as our company revenue if more than 1 million US dollars. I have found several threads about VS 2017 Express, but it seems Microsoft is removing all references to it so I doubt it will ever be released.
Regards
Peter

Those have always been the rules.

In general, Microsoft wants you purchasing MSDN subscriptions for each developer to use for customer work.

There are no bugs - only undocumented features.
