Purchase Credit Memo - Purchase Return Shipment

When you do a Purchase Credit Memo it isn't converting the Cost amount (Expected) into Cost Amount (Actual) in the Value entry table. I was lead to believe it should do this. If so Where in the code does this conversion take place?
