Publish extension to NAV on SQL azure

Hi,
I am not able to deploy a NAV extension to NAV database on SQL Azure.
getting error - Publish-NAVApp : Failed to connect to server xxxxxxx.database.windows.net
did anybody succeed doing it ?
am I missing something ?

It was mentioned that it is not possible to publish extension in Azure environment.
If you want to do that we need to download the database on premise and try to publish extension.
