Item Reserve - Always, but only for certain locations

Hi,

I have a couple of simple questions.

1. Is it possible to set item reserve to always, but only for certain locations and possibly bins? (Without advanced warehousing)
2. If not, do you have any suggestions on how to set up/design such a modification?
3. If I were to develop such a modification, is it in any way a really "bad" idea?
4. Is there any other way to reach the above result, but in a different and potentially better way?
