Is there a way to have a Fixed Value be represented as upper and lowercase rather than always defaulting to uppercase?

If you mean "Fixed Value" as field of type Code, then No - Code is always uppercase. If you want to have string in lowercase or uppercase or mixed, you have to use field of type Text.
