I am upgrading a single tenant from NAV 2015 to 2017, and I get the following error when trying to upgrade data both from development environment and through administration shell on the NAV server:

You do not have the following permissions on CodeUnit Azure AD User Management: Execute

I have made sure that my windows user is DBO on the database and there is a developer license uploaded to the database while. What am I missing?

is it NAV2017 license or 2015 license? please check and upload NAV2017 license

check the permission report whether you have access to those objects.
or create a new license again

I have used the same license to upgrade a NAV multi tenancy environment from 2015 to 2017 (same builds as I am working with now), and it worked then. It is only a few months ago. I also get the error when trying to run the NAV application. Codeunit 1 is calling this codeunit as the first thing. Could this be a problem with SQL permissions? I am DB owner as far as I can see, but could there be something else? Or is this error purely NAV related?
