NAV 2016+ Does NAV Server use a NAV user license/CAL?

I did quick search and could not find the answer so if this is a duplicate please just point me to the right discussion.
Microsoft recommends having an NAV server instance for each NAS you need to set up. My question is does the service instance take up a user license? If so, are there any service instances "included" in the license? Back in NAV 5.0 you got one NAS server license do you still get that and do you need to get a license for each NAS?

The services instances (including those running NAS) do not use NAV user licenses.There are no bugs - only undocumented features.6
