System.Text.Encoding

I am trying to create a Dotnet variable for System.Text.Encoding in NAV 2016. I specify Dotnet, go to .NET tab and select System.Text.Encoding. It brings me to the Assemby screen but there is nothing there to select. Why doesn't this work?
