[HELP]Error on "Microsoft.MCSUK.RESXTranslator" when translating resx files for NAV 2017

Hello all, when i try to use Microsoft Translation tool which comes with Partner Translation Toolkit 2017, i am getting an error.
Any ideas ? its nearly impossible to translate those files by hand. I need help over here
