NAV2017 Online Help routes to madeira-get-started.html (Workgroups)

Hello,
I've installed NAV2017 on multiple computers but each of them is in a Workgroup not installed in a domain. I've installed this on Win7 and Win10 (64 Bit).
On every Installation each pressing of F1 routes to ...Content=madeira-get-started.html also pressing this on standard fields like item.description ...
In ReleaseNotesForDynamicsNAV2017 is the issue "Help Server contains reduced Content" given.
Does anyone know what about this issue? Is this the reason of my issue?
