Is it poosible to use different RTC version with different Service Tier?

Depends, sometimes you can if they haven't changed much between updates but very unlikely to be able to use CU1 and CU9 combination as they are so far apart. I wouldn't recommend it anyway though, much better to keep them in sync.

I believe It's never recommended from architecture's point of view. Probably sometimes you may receive a very weird error messages.
