Platform Hotfix vs Application Hotfix

What is difference between Platform and application Hotfix. Is there a difference in how these hotfixes implemented?

Platform is binary, the exe and dll files on server and client.
Application is objects. Tables, Codeunit, Reports etc.

One can do without the other in most cases.

Just one contradiction to what being said -

You can install Platform Hotfix without updating application hotfix.
But if you plan to Update Application hotfix you should update Platform Hotfix.

If there is no change to 2 mill. tables, then platform hotfix dosent need to follow, although it should.
