NAV 2016 CU8 - web client too many users error

I have been getting an error with no details when trying to login with the web client or emulating the tablet client. When I look at the event log, the error is there are too many users for the license.
I have uploaded the customer license (40 users), restarted all the service tiers (we are using a separate service tier for the web client with navuserpassword) and restarted IIS - still get the error.
Any ideas on what else to do? Any settings on the service tier or Windows that should be looked at?

Discovered the problem. The web users had been setup as limited users and the NAV license did not include any limited users.
