Instead of using development shell, I would suggest using PowerShell ISE and then import the NAV tools into it. Powershell ISE has a better GUI and easier to work with as per my experience.

No. Not that one. I am refering to the one where you can run the sync-navtenant and other commands.
What I have currently is called NAV 2016 Development shell but that does not have the sync-navtenant. Of which that is what I wanted (sync-navtenant) mostly for my upgrade process

...this is now effectively the Administration Shell where you can run Sync-NavTenant etc...
Don't forget to Run as Administrator.
