1. Before Exporting check its compiled in NAV 2009 R2.
2. Import in 2013 and check by pressing F11 that its compiled or not.
3. it must be compiled before you can use that tools upgrade feature.
4. It wont even allow you open in design mode in 2013 so compilation should be there once u Imported in 2013 so for editing you need to do it in 2009 R2 only.
5. Once its compiled then you can upgrade and use that feature and then you can open it in design mode for further changes.
BTW - I've just read the link and although it explains how to upgrade a report it does not specifically state that the report needs to be compiled before it can be upgraded - but this is definitely the case.
The Process of upgrading report from NAV2009(Classic) to 2013 or Higher(RDLC) Report is that the report must be compiled in 2013 version before hitting the upgrade report. It's a mandatory step.

Hi ,
Thanks.
first i imported the report object when i tried to upgrade that object, it showing same error.
(but before upgrade i unable to open that object for compilation).
You can compile the object without opening it (press F11) or select "Compile" from the Tools menu. You just need to make sure any objects/fields/functions that the report uses exists in the 2013 database. It's a pain but that's just the way it is.
