hello, Good day
I have this error while importing the merged file of 2013R2 and 2016 (.txt file). I already used the developer's license and still getting this error (see attached Photo)

Seeing as that is a standard NAV report, you will be able to import it with a new developer licence file, see the following blog by Mark Brummel...

please provide the report ID.
check whether it is a 3rd party addon report and your license has permission to use it.

The Report ID could be not in your License Range. Check the License Range of your License!!
