Restarting NAV 2009 R2 services causes login issue with external web services URL

I have a client running a 5.0 SP1 database in a 2009 R2 client. We have web services setup for them. When the services are restarted and I try to open the external URL, I get the log in error "The login failed when connecting to SQL Server SVRSQL\NAVISION2008."
I can remote into the machine running web services, open a browser and open the URL replacing the IP with localhost and it logs in with no problems. I can then refresh the browser on my machine and it logs in with no problems.
Has anyone else seen this type of issue?
