NAV 2016 CU7 Debugger Crashes

I'm in the middle of an upgrade. I've made it all the way into NAV 2016. I wrote a spin to manipulate items and had a problem that I wanted to look at in the debugger. I launch the debugger from the development system and it comes up okay. I launch the RTC and it comes up okay. I change focus to the debugger and it crashes. If I have the RTC running and the debugger launches, it crashes immediately.
No messages in the event viewer. Running the Development System as Admin doesn't change the results.
Any help here? Go back to CU5?

Once we get to the point of installing client's, that will be a good diagnostic.
