I doubt that it is. Microsoft has its own virtual PC software, so I do not think they would spend any time getting Navision certified for the competition.
I know we've used VMWare for development and testing purposes and we haven't had any issues with it. Doesn't VMWare have a list of tested software on their website?

Virtual PC is very easy. In the vmware we have to set the gateway to make it works with the host computer, but using virtual pc this process is seemless.
I have my navision works in VMWare and Virtual PC.
SQL Server 2000 support the both clusters mode.
