NAV 2013 Performance problems when assigning permission sets to an user.

NAV 2013 Build 7.0.35021.0
When assigning a permission set to an user instead of SUPER then the performance goes down significant. After adding
the role SUPER to the user, then everything is fine again.
Has anybody an Idea?
