Page actions vs. Page part actions in web client

I have a set of mini- pages we're setting up for a web client interface. The first part of the home page shows a mini- version of the contact list page, which can also be reached through the "home pane" actions using the three horizontal bars.

The issue is that when the home page is displayed with the page part version of the contact list, the actions available by clicking on the ellipse icon on the lines is only showing the option "Delete Line" (grayed out). If you go to the contacts page (which is the same page as the page part just not inside a page part), then click on the ellipse icon on the lines, you correctly get the set of actions for the repeater scope.

Is there a way to make it so that those actions are available from the home page page part?
