How to downgrade assembley with .NET Framework 4.5 into 3.5?

Hello All,
I have some .dll files without source project that created on VS2013 C++. It works fine on NAV2013 and 2016. But it doesnt work on NAV2009R2 because of .NET Framework.
I cant change .NET framework target on VS because I dont have source project of these .dll.
How to change target framework?
