Editing Layout of Reports?

Hey,
I did a brand new NAV 2009 R2 installation on a machine that never had NAV on it before. After installing the hotfixes, now that leads me to my next question.
I'm getting that message about "no compatible version of Visual Studio found." I tried installing VS2008 and only selecting the "reporting services" but still get that message.
What *exactly* do I need to be able to modify a report's layout? I don't want to install a whole SQL server on my local machine if I don't have to... just whatever component NAV tries to call.
I've been searching for hours for "report designer download" and finding nothing of interest. Through work we have MSDN with Visual Studio so I can download any of the versions as needed - I just can't find a "report designer" which I swear we used to have on our old server.
For what it's worth, I tried installing VS2010 Ultimate in its entirety, still got the message. Haven't tried all of 2008 yet but I don't see how it would be anything other than the box marked reporting services...
