Tax Area Code on Sales Header, but not lines, allows posting

Greetings all,
The scenario is that you have selected a Tax Area Code on the Sales Header, and marked the order as Tax Liable.
If you delete the Tax Area Code from the line item, leaving the line checked as Tax Liable, Navision allows you to post without any warning or error.
The result is no tax collected/calculated. Is this an oversight or intentional? Is there a legitimate reason to allow this?
