I would like to know the best way to stop a NAV 2013 R2 report from reserving space for text that I have placed at the bottom of the Standard Sales Quote report. Your help is appreciated.

Hi,
That is not possible if you are using Page Footer in RDLC Layout.
Its as per the design.
If you don't want to Place footer on the bottom of the page then use table footer instead of Page Footer.
You can search for Page Footer in SSRS Reports, You will find more details about that and you will understand that the design is as is from ages.
Thanks & Regards,
Saurav Dhyani
