NAV 2013 R2 License Backward Compatibility with NAV 2009 SP1

I would like to check whether NAV 2013 R2 Customer License can be used for NAV 2009 SP1? Is NAV 2013 R2 Customer License has backward compatibility (to use NAV 2009)?
One of our customer using NAV 2009 SP1, now want to use RTC. But their license granule 9100 not included to use the said.
