Temporary Items in Project Quotations

in Dynamics AX
We have a scenario for a client where in they are using Projects module for their external projects. They are creating Quotations for the projects (Mainly for their Civil department) where in the BOQ will be a big list....They dont want create an item on Product master as this is just a quotation and they are saying that once the order is confirmed, they will create these items on Product master...
They are insisting why AX is making mandatory to create in product master when we are not sure whether the project will be awarded to us...
How to handle this scenario in AX? Is there anyway we can create temporary items or Free text in Project Quotations?
