NAV 2013R2 to NAV 2016 upgrade

Hope you can help me on this ;-)
I'am following the guide on MSDN, but has an issue on importing the merged application objects to a new empty database:



I have uploaded our partner license to the database. I have created the empty database from the Development Environment as Administrator.
If I import a FOB file to the new empty database it Works without any problems - only text file import fails with the merged application ???

Are you sure that MSDN Page says to create a New Blank Database?

even with Partner license we cannot import or insert objects and fields in MS range.
we need to first import the FOB and then import the merged text file.
