Can't connect to ontrob1.bmsg.nl,587

One of our customers is using te NL functionalitity of the Electronic
Vat Declaration. When sending his declaration het get's te error:
Cannot eastablish connection, cant connect to ontrob1.bmsg.nl,587
I didn't find any solutions, so maybe someone knows this message
and possibly give me a solutions. At the moment we are looking
to the firewall, wich might block te connection. If i find the solution
myself i will post it in here also...
