I would not recommend this. There are a lot of new object features etc and the steps to move from 2013 upwards to 2016 are not as bad as previous upgrades. I would personally be surprised if you did only a technical upgrade that the solution continued to work. There are some pretty big C/AL changes (event publisher and subscriber for example) in 2016 that I would think need a proper upgrade. Bite the bullet and do it properly I think...

No I don't think so. With NAV 2016 There are some more code design changes like -
> Events & Subscriptions.
> No More Approvals.
> WorkFlow.
I would still suggest to do a full data migration & also the code upgrade too.
** Data Upgrade will only take care of approvals (as per my understanding) Rest will remain as it is.
** But code merge and upgrade is mandatory.
